ORANGE COUNTY PLANNING DEPARTMENT <br />306F REVERE ROAD TOO <br />HILLSBOROUGH, NORTH CAROLINA 27278 <br />NOTICE OF PUBLIC HEARING ON A <br />PROPOSED VOLUNTARY FARMLAND PRESERVATION PROGRAM ORDINANCE, <br />PROPOSED AMENDMENTS TO THE ORANGE COUNTY MINIMUM HOUSING CODE, AND <br />A PROPOSED ZONING ATLAS AMENDMENT <br />Pursuant to the requirements of the General Statutes of North <br />Carolina, Chapter 153A, Article 18, Part 1, Section 323, and Part <br />3, Section 343; Chapter 160A, Article 19, Part 6, and Part 1, <br />Section 364; and Article 20, Sections 20.5 and 20.6, of the Orange <br />County Zoning Ordinance, notice is hereby given that a public <br />hearing will be held in the Superior Courtroom of the Orange County <br />Courthouse (New), 106 East Margaret Lane, Hillsborough, North <br />Carolina, on Monday, February 24, 1992, at 7:30 p.m. for the <br />purpose of giving all interested citizens an opportunity to speak <br />for or against the following items: <br />PROPOSED VOLUNTARY FARMLAND PRESERVATION PROGRAM ORDINANCE <br />The proposed ordinance would establish an Agricultural <br />Districts Advisory Board comprised initially of seven (7) members <br />which would have the following powers and duties: <br />- Review and comment on applications for qualifying farmland <br />certification and designation of voluntar agricultural <br />districts; <br />- Hold joint public hearings with the Board of Commissioners <br />on public projects likely to have an impact on agricultural <br />operations within Orange County; and <br />- Study additional methods'of farmland preservation and make <br />recommendations to the Board of Commissioners. <br />As voluntary agricultural districts are created, up to eight <br />(8) additional members may be appointed. Such members must be <br />landowners in a voluntary agricultural district. <br />Farms which are part of a designated voluntary agricultural <br />district will be identified as such in the Orange County Land <br />Records System, and a notice will be included to alert persons <br />using the system of all parcels that are within one -half mile of <br />such district(s). In addition, landowners belonging to voluntary <br />agricultural districts shall not be assessed for or required to <br />connect to Orange County water and /or sewer systems. <br />PROPOSED AMENDMENTS TO MINIMIIM HOUSING CODE <br />The proposed amendments to the Minimum Housing Code include <br />the following major changes: <br />
