3 <br />DESIGNATION OF ALAMANCE, ORANGE AND RANDOLPH COUNTIES <br />SERVICE DELIVERY AREA <br />PROPOSAL <br />DISSOLUTION OF RURAL SERVICE DELIVERY AREA <br />The Rural Service Delivery Area is now comprised of Alamance, <br />Caswell, Orange, Randolph and Rockingham counties. Caswell County <br />has elected to join the Kerr -Tar Service Delivery Area (SDA) on <br />July 1, 1992. Similarly, Rockingham County will join the Northwest <br />Piedmont SDA on July 1, 1992. <br />FORMATION OF NEW SERVICE DELIVERY AREA <br />The remaining three counties - Alamance, Orange, Randolph <br />- are eligible and can create a new Service Delivery Area to be <br />called Tar Heel State Job Training Consortium. Operation of the <br />new SDA will begin July 1, 1992. The administrative entity and <br />grant recipient will be Regional Consolidated Services with <br />administrative offices located at 363 S. Cox Street, Asheboro, <br />N.C. Field offices will be established in both Alamance and Orange <br />counties. Staff will be hired from the respective counties to <br />provide central intake and referrals as well as coordination within <br />the counties. <br />COMPOSITION OF THE PRIVATE INDUSTRY COUNCIL <br />- A Private Industry Council will be comprised of 18 members; <br />6 representatives from each of the three counties. <br />- Fifty one percent of the membership must be from private <br />sector including small, minority and female owned business <br />representatives. <br />- Six members of the PIC must represent groups and interests <br />as described in Section 102 of the Act. They are: educational <br />representatives, organized labor, rehabilitation agencies, <br />community -based organizations, economic development agencies, <br />and public employment service. <br />- The PIC will meet quarterly and meetings will be rotated <br />between the three counties. <br />RECOMMENDATION: I recommend we expand the required number <br />agencies to eight to include both (a) community colleges and lead <br />education agencies (LEAs) as well as (b) Department of Social Services. <br />- These required members would be rotated between the counties. <br />
