Janice Scarborough, <br />Executive Director Regional Consolidated Services, has been a <br />member of the Rural Service Delivery Area - Private Industry <br />Council (PIC) for a number of years and her agency has <br />operated training programs in Randolph and Rockingham <br />Counties. On February 3, 1992 Alamance and Randolph Counties <br />approved the attached petition to form a consortium among the <br />three Counties with RCA serving as the administrative entity. <br />Regional Consolidated Services has submitted 1) proposal <br />highlighting the formation of the SDA, 2) 1991 -92 JTPA Budget <br />Information, 3) 1992 -93 Budget Allocations, 4) Formal Petition <br />for Designation as a Service Delivery Area Under the Job <br />Training Partnership Act, 5) Resolution establishing the Tar <br />Hill State Job Training Consortium. Janice Scarborough will <br />be present to answer questions. <br />RECOMMENDATION(S): Manager recommends that the Board review proposal <br />submitted by Regional Consolidated Services; approve <br />petition and adopt resolution establishing the Tar <br />Heel State Job Training Consortium; and authorize chair <br />to sign petition and resolution. <br />
