Since July, 1988 Orange <br />County has been a member of the Rural Service Delivery Area <br />(RSDA) which included Alamance, Caswell, Randolph, Rockingham <br />and Vance Counties. <br />In June 1991 DET notified all counties of redesignation <br />effective July 1992. Also, DET informally notified all <br />counties in the Rural Service Delivery Area that DET would not <br />continue to serve as administrative entity for the RSDA. <br />Vance County chose to join Kerr -Tar SDA effective July 1991. <br />The County Managers of Alamance, Caswell, Randolph, Rockingham <br />and Orange Counties began discussions in late summer 1991 to <br />determine the most effective means of providing training <br />programs and whether the counties should continue the Rural <br />Service Delivery Area without DET serving as administrative <br />entity. After several meetings during the summer and fall, <br />Caswell County decided to join Kerr -Tar SDA and Rockingham <br />County joined Northwest Piedmont SDA effective July 1992. <br />The Manager of the three remaining Counties (Alamance Randolph <br />and Orange) received and considered a proposal from a <br />Community Action Agency, Regional Consolidated Services (RCA) <br />to form a SDA with RCA serving as the administrative entity <br />
