1
ORANGE COUNTY
BOARD OF COMMISSIONERS
Action Agenda
Item No V Z-ff-
ACTION AGENDA ITEM ABSTRACT
Meeting Date: February 18, 1992
SUBJECT: Sewer Bottleneck
DEPARTMENT Economic Development PUBLIC HEARING YES NO X
----------------
ATTACHMENT(S) INFORMATION CONTACT
Proposed Contract Ted Abernathy, ext 2325
(Under Separate Cover) TELEPHONE NUMBER
Hillsborough 732 -8181
Chapel Hill 968 -4501
Mebane 227 -2031
Durham 688 -7331
PURPOSE: To approve a contract for completion of construction that
will solve the sewer bottleneck which exists at the intersection of
NC86 /US70A and Elizabeth Brady Road.
BACKGROUND: In 1988, a series of meetings was held to develop an
agreement to eliminate a sewer bottleneck at Elizabeth Brady Road and
US70A. The County set aside $66,000 as its contribution to the
tentative agreement. After tentative agreement was reached,
complications delayed the improvements. Last year, the Town of
Hillsborough completed upgrades to the area, needed easements were
obtained, and several bids were obtained to determine the current cost
of the work, which is outlined in the proposed contract.
The contract, as now written, would require that construction of the
sewer system begin six months after execution of the contract and be
completed not later than twelve months after execution of the contract.
Orange County has requested that this time period be stepped up and
that construction begin within two months after execution of the
contract and be completed not later than eight months after execution
of the contract.
In addition to the $66,000 that has been reserved for the sewer
bottleneck project in the County Capital Reserve Fund, $12,000 more
would be required to fulfill Orange County's commitment to solving the
problem. The entire $78,000 project cost can be funded by an
appropriation from the County Capital Reserve Fund.
RECOMMENDATION(S): The Manager recommends that the Board
approve the contract, subject to County Attorney final review and
negotiation on the construction timetable; authorize the Chair to sign
the contract; and approve the appropriation of $78,000 from the County
Capital Reserve Fund for the sewer Bottleneck Project.
