We have confirmed that the system is <br />fundamentally sound, and have discovered some opportunities <br />for improvement that should benefit users of the 911 system, <br />once implemented. There are some other challenges that will <br />require extensive time and effort to fully resolve. However, <br />I think there is genuine commitment from the key players in <br />the emergency service arena in Orange County to work <br />cooperatively to strengthen emergency communications <br />protocol, procedure, and practice. <br />8 <br />
