Carey, Jr., Chairman <br />Orange County Board of Commissioners <br />February lo, 1992 <br />Page 2 <br />4 <br />submission deadline of May, 1992, we designate the area encompassed <br />within <br />the presently completed portion of Phase I, and <br />the section shown as Phase IV <br />on Mr. Thames' most recent phasing overlay to the Hazen & Sawyer <br />map to be those which should be the first focus of Ms. Fikes' <br />efforts. We understand that block grant monies may be available <br />for later phases and may be applied for separately. <br />Third, that the Board authorize and direct that the scope of <br />the ultimate expansion be, at minimum, consistent with the <br />expectancies of those persons who originally signed contracts with <br />the County,. By way of one example, Mr. Thames made us aware that <br />an area at the west end of our community (designated as Phase VI) <br />may be more difficult to serve because it does not gravity flow <br />directly toward the east and to Hillsborough. Nonetheless, this <br />area was included within the original McAdams phasing and there are <br />members of our constituency who reside in this area and who are <br />signatories to the 1985 contracts. We respectfully request that <br />the County include all such areas in its feasibility examination. <br />The phasing (and hence the timetable) for extending service to <br />these areas would certainly have to await the outcome of the <br />County's study, but we are sure you can understand that we are <br />reluctant to have any member of our constituency not included at <br />this stage, particularly if such a member holds a contract. <br />Fourth, that the Board authorize and direct County staff to <br />meet and exchange information with our Steering Committee on a <br />regular basis. Because we are a "grass roots" organization, we may <br />be of assistance to the County in facilitating communications, <br />performing review and comment functions or in other capacities. <br />Fifth, that the Board accept our thanks for the hard work <br />already done by the County's staff in bringing the expansion of the <br />Bfland sewer facility closer to reality. We appreciate that, to <br />complete a thorough feasibility, many more hours of staff time will <br />necessarily be consumed, and for this we are grateful. <br />
