2 <br />who requested sewer service but do not live in the current <br />sewer service area. 2) those who requested sewer service <br />and live in the current sewer service area but cannot <br />afford the casts for plumbing modifications required to tap <br />onto the system. and 3) those who live in the current <br />service area and did not request service but who now want <br />service which they cannot afford. This committee has <br />gathered signatures from the citizens of Efland for a <br />petition, which was presented to the_BOCC in September <br />1991. requesting that the system be expanded to serve those <br />in the unsewered areas and that financial assistance be <br />made available for those who are unable to afford tap -on <br />fees or plumbing costs. In response to this petition and <br />the concerns expressed by the BOCC, several commissioners <br />have met with the Efland committee. At the direction of <br />the BOCC, staff has generated two reports dealing with the <br />operating status of the existing sewer system and with the <br />costs and financing alternatives for expanding and <br />operating the sewer system on an enterprise basis. Staff <br />has also met with the Efland committee on two occasions to <br />present potential alternatives for sewer construction and <br />financing. The Efland committee has responded to the <br />meetings with County staff with a letter to Chairman Carey <br />requesting that the BOCC direct County staff to begin a <br />comprehensive study of the financial elements involved in <br />the construction and operation of an expanded Efland sewer <br />system and to begin the process for securing CDBG funding <br />for sewer system expansion in targeted areas of Efland. <br />RECOMMENDATION: The Manager. having reviewed the correspondence from <br />the Efland Environmental Group Steering Committee to <br />Chairman Carey. finds the requests and suggestions <br />contained therein to be reasonable and prudent and <br />recommends that the Board confirm those recommendations <br />and direct the staff to begin with the process to put <br />the requests of the Efland Steering Committee into <br />action. <br />
