1 <br />O R A N G E C O U N T Y <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: February 18. 1992 <br />Action Agenda <br />Item # VIT-A <br />SUBJECT: Expansion of the Efland <br />Sewer System <br />DEPARTMENT: County Manager PUBLIC HEARING: Yes X No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Letter from Efland Environmental County Engineer <br />Group Steering Committee <br />TELEPHONE NUMBERS: <br />Hillsborough - 732 -8181 <br />Durham - 688 -7331 <br />Mebane - 227 -2031 <br />Chapel Hill - 967- 9251/968 -4501 <br />PURPOSE: For BOCC.to receive input from Efland Environmental Group <br />Steering Committee requesting that County staff proceed with <br />1) developing general financing alternatives for expanding the <br />Efland sewer system; 2) that County Staff begin CDBG <br />eligibility investigation for funding of Efland sewer <br />expansion and for financial assistance to existing and <br />potential customers of the existing section of the sewer <br />system in making plumbing modifications, paying tap fees, <br />etc.; and 3) determining the public health implications <br />resulting from poor waste treatment systems currently existing <br />in unsewered portions of Efland. <br />BACKGROUND: Orange County provided sewer service to a portion of <br />Efland, effective in October 1988. in response to public <br />health problems which were especially severe at the Efland - <br />Cheeks elementary school and in the subdivision known as <br />Efland Estates. The largest portion of the construction <br />expenses were paid from grant funds. A number of citizens <br />in the area which was served by the sewer system and who <br />did request sewer service have been unable to afford the <br />costs of connecting their existing plumbing to the sewer <br />system and are now paying minimum monthly sewer usage bills <br />without actually receiving sewer service. Other citizens <br />residing in the area which was served by the sewer system <br />did not request sewer service at the appropriate time and <br />would owe sewer tap -on fees, if and when they are connected <br />to the sewer system. <br />A group of Efland citizens have formed a group which they <br />call the Efland Environmental Group Steering Committee. <br />Members of this committee are representatives of 1) those <br />
