Decisions of the Governor are final unless appealed to the <br />Secretary of the United States Department of Labor. <br />5. Appeals to the Secretary of Labor regarding the Governor's <br />denial of a petition for SDA designation are limited to <br />denials of requests under criteria 1 and 2 only and the appeal <br />can only be based on a decision by the Governor which is <br />considered in violation of procedures prescribed in Section 101 <br />of the Job Training Partnership Act, P. L. 97 -300, as amended. <br />6. Any appeal must be made to the Secretary, U. S. Department of <br />Labor, Washington, D. C., 20210, ATTENTION: ASET (with a copy <br />simultaneously provided to the Governor) within two weeks of the <br />date on which proposed SDAs are published by the Governor.
