Definitions existing Service Delivery Area is: any of the Service Delivery Areas designated for PY -1991. sufficient resources is: that level of support (JTPA or non -JTPA) which is required for the administrative entity of the Service Delivery Area to fulfill its minimum SDA responsibilities. A minimum of $500,000 is required. (See Attachment B for more detail.) substantial portion is: an area that would continue to be administered by an existing administrative entity and can demonstrate that the portion left is a considerable portion, e.g. # of counties, $ levels, population levels. minimum SDA responsibilities are: planning fiscal responsibilities eligibility determination records and reporting (MIS) clients' needs assessment constitution of PIC and coordination with local government officials monitoring and oversight audit and resolution follow -up service delivery property phase out (if necessary) The Governor should designate all remaining counties as part of the Rural Service Delivery Area, only after encouraging local elected officials from those remaining counties to reconfigure in ways that would satisfy criteria 3, 4 or 5 above. It is my /our understanding that the following conditions apply to this request: 1. Those signing to this petition (no identical counterparts are acceptable) are not requesting SDA designation for any jurisdiction other than the jurisdiction in this request. 2. It is the intent of the Governor, in accordance with provisions of P. L. 97 -300, as amended, to approve all requests for SDA designation which meet criteria 1 and 2. However, the Governor retains the prerogative, if necessary, to designate SDA jurisdictions which will assure that services are provided equitably across the entire state.
