Formal Petition <br />Page 2 <br />5) unit or units of government representing any substantial <br />ortion of an existing Service Delivery Area that otherwise <br />satisfy criteria 3) above. <br />Definitions <br />existing Service Delivery Area is: any of the Service Delivery <br />Areas designated for PY -1991. <br />sufficient resources is: that level of support (JTPA or non -JTPA) <br />which is required for the administrative entity of the Service <br />Delivery Area to fulfill its minimum SDA responsibilities. <br />A minimum of $500,000 is required. <br />(See Attachment B for more detail.) <br />substantial portion is: an area that would continue to be <br />administered by an existing administrative entity and can <br />demonstrate that the portion left is a considerable portion, <br />e.g. # of counties, $ levels, population levels. <br />minimum SDA responsibilities are: <br />planning <br />fiscal responsibilities <br />eligibility determination <br />records and reporting (MIS) <br />clients' needs assessment <br />constitution of PIC and coordination with local <br />government officials <br />monitoring and oversight <br />audit and resolution <br />follow -up <br />service delivery <br />property <br />phase out (if necessary) <br />The Governor should designate all remaining counties as part of the <br />Rural Service Delivery Area, only after encouraging local elected <br />officials from those remaining counties to reconfigure in ways that would <br />satisfy criteria 3, 4 or 5 above. <br />It is my /our understanding that the following conditions apply to <br />this request: <br />1. Those signing to this petition (no identical counterparts are <br />acceptable) are not requesting SDA designation for any <br />jurisdiction other than the jurisdiction in this request. <br />2. It is the intent of the Governor, in accordance with provisions <br />of P. L. 97 -300, as amended, to approve all requests for SDA <br />designation which meet criteria 1 and 2. However, the Governor <br />retains the prerogative, if necessary, to designate SDA <br />jurisdictions which will assure that services are provided <br />equitably across the entire state. <br />
