Each Board appointed a county commissioner, a <br />representative from the library board, and county manager to <br />serve on the task force. The Library Task Force charge was <br />to: a) implement the recommendations included in the State <br />Auditor's review of the Regional Library; b) Examine the <br />contractual and structural organization of the regional <br />library and c) assist the Regional Library Board of Trustees <br />select a permanent Regional Library Director. <br />The Task Force met on December 12, 1991 and February 13, <br />1992. At the February 13 meeting, Howard McGinn, Director, <br />Division of State Library, presented the advantages and <br />disadvantages of maintaining the three county regional <br />library system. After the discussion, the Task Force <br />re- affirmed their commitment to remain a regional library <br />system and improve the operations of the library system. <br />Also, the Task Force recommended the three Boards of <br />Commissioners take the following actions: 1) immediately <br />dissolve each local county library board; 2) establish a new <br />regional library board of trustees consisting of three <br />representatives from each county with one representative <br />being a county commissioner; 3) appoint the Regional Library <br />Task Force to serve as the interim board of trustees until <br />the new board has been appointed, and 4) offer suggestions <br />regarding the revision of regional library board by -laws and <br />issues of importance. New appointments should be completed <br />by March 10, 1992 with members serving staggered terms and <br />the Chair rotating among the three counties. <br />
