PROPOSED AMENDMENT <br />TO THE <br />LAND USE ELEMENT AND MAP OF THE <br />ORANGE COUNTY COMPREHENSIVE PLAN <br />REFERENCE: CP -4 -91 <br />SECTION <br />SECTION <br />SECTION <br />SECTION <br />SECTION <br />ORIGIN OF AMENDMEW <br />3.3 <br />3.4 <br />3.10 <br />3.12 <br />4.1 <br />r: <br />1-4 <br />LAND USE PLAN CATEGORIES <br />LOCATIONAL CRITERIA <br />ENO TOWNSHIP <br />CHAPEL HILL TOWNSHIP, NORTH OF <br />THE JOINT PLANNING AREA <br />OVERVIEW OF IMPLEMENTATION STRATEGIES <br />Staff Planning Board <br />X BOCC Public <br />EXPECTED PUBLIC HEARING DATE: October 10, 1991 <br />Purpose of Amendment.: To incorporate the recommendations of the <br />New Hope Corridor Open Space Master Plan <br />into the Land Use Element and Map of the <br />Orange County Comprehensive Plan. <br />Impacts/ issues: In 1989, the governing boards of Orange County, <br />Chapel Hill, Durham, and Durham County recognized <br />the value of an open space corridor linking the <br />Eno River State Park, lands along New Hope Creek, <br />and U.S. Corps of Engineers' land at Jordan Lake. <br />The four jurisdictions contracted with Coulter <br />Associates, Landscape Architects & Land Planners, <br />to prepare a master plan for the corridor. <br />Prepared with the assistance of a multi - <br />jurisdictional Advisory Committee, the New Hope <br />Corridor Open Space Master Plan was presented to <br />elected officials of the four jurisdictions on <br />April 30, 1991. <br />The Plan includes recommendations for acquiring <br />critical environmental areas such as stream beds, <br />floodplains, steep slopes, and larger tracts of <br />historic, educational or recreational value. <br />Acquisition could be through donation, purchase <br />in fee simple or purchase of development rights. <br />On May 28, 1991, the Master Plan was presented at <br />public hearing. In August, the County Commission- <br />ers directed the Planning Staff to propose <br />appropriate amendments to the Comprehensive Plan <br />and the Joint Planning Area Land Use Plan. <br />The proposed amendment to the Land Use Element of <br />
