20 <br />conditions: Detectors shall have either a visible light to <br />indicate operability or an audible trouble sign. Audible <br />trouble signals shall be designed to operate at least every <br />minute for seven consecutive days. The alarm signaling device <br />shall emit not less than 85 decibels at 10 feet. Detectors <br />shall be located on or near the ceiling and installed in <br />accordance with the manufacturer's instructions. <br />V. Revise Article 13. Powers and Duties of the Public <br />Officer to designate the Orange County Code Enforcement <br />Supervisor and /or his /her agents as the Public Officer <br />authorized to enforce the provision of this ordinance. <br />PRESENT FORM: <br />Article 13. Powers and Duties of the Public Officer. The <br />County Manager shall designate a Public Officer to enforce <br />the provisions of this ordinance and to exercise the duties <br />and powers herein prescribed. The Public Officer is <br />authorized to exercise such powers as may be necessary or <br />convenient to carry out and effectuate the purposes and <br />provisions of this ordinance, including the following powers <br />in addition to others herein granted: <br />Article 13. Powers and Duties of the Public Officer. The <br />Code Enforcement Supervisor in the Planning and Inspections <br />Department or his /her designee is hereby designated the <br />Public Officer to enforce the provisions of this ordinance <br />and to exercise the duties and powers herein prescribed. The <br />Public Officer is authorized to exercise such powers as may <br />be necessary or convenient to carry out and effectuate the <br />purposes and provisions of this ordinance, including the <br />following powers in addition to others herein granted: <br />VI. Add a preamble to Section 16. Appeals from Orders of <br />Public Officer to establish an Housing Appeals Board. <br />E �4 A#* (I CGR F1 <br />A Housing Appeals Board is hereby created to which appeals <br />may be taken by an Owner or other party in interest from any <br />decision or order of the Public Officer. The zoning Board of <br />Adjustment of the County of Orange will serve as said Housing <br />Appeals Board and will hear and determine such appeals as <br />authorized by G.S. 160- 187(a). <br />VII.
