W:3 <br />PROPOS D'MININUM SOUSING CODE RECOMMENDATIONS - 1992 <br />I. Revise Article 1 - Finding; Purpose which outlines the <br />purposes of the Minimum Housing Code Ordinance to include <br />all housing dwellings.'Presently, the ordinance applies only <br />to renter occupied dwellings. <br />PRESENT FORM: <br />Article 1. Finding; Pur ose. Pursuant to G.S. 153A -121, <br />153A -350 et seq. (Article 18, Part 4 entitled Building <br />Inspection_), and 160A -441 et seq. (Article 19, Part 6 <br />entitled Minimum Housing Standards) , it is hereby declared <br />that there exist in the County dwellings which are unfit for <br />human habitation due to dilapidation, defects increasing the <br />hazards of fire, accidents or other calamities, lack of <br />ventilation, light or sanitary facilities, or due to other <br />conditions rendering the dwellings unsafe or unsanitary, or <br />dangerous or detrimental to the health, safety, morals, or <br />otherwise inimical to the welfare of the residents of the <br />County, and that these conditions are more likely to be found <br />in renter - occupied housing. <br />In order to protect the health, safety, and welfare of <br />the residents of the County, it is the purpose of this <br />ordinance to establish minimum housing standards for the <br />initial and continued occupancy of all renter - occupied <br />dwellings. This ordinance presently applies only to renter - <br />occupied dwellings order to conserve the enforcement <br />resources of the County and to provide for greater efficiency <br />in the operation of the inspection scheme hereinafter <br />created. <br />REVISION: Revise second paragraph to read: <br />In order to protect the health, safety and welfare of <br />the residents of the County, it is the purpose of this <br />ordinance to establish minimum housing standards for the <br />initial and continued occupancy of all buildings in the <br />County used for human habitation as expressly authorized in <br />G.S. 160 -1$5. <br />II. Revise Article 5: Minimum Standards for Basic Plumbing; <br />Section 1 to include the correct approving agencies. <br />5.1 Every dwelling unit shall be supplied with potable water <br />and have 24 -hour a day access to a privy or commode connected <br />to a public sewer or other sewage disposal system approved by <br />the Orange County Department of Health, the North Carolina <br />Department of Natural Resources and Community Development, or <br />1 <br />
