I have heard some of you express some uncertainty about the
$23 million allocation for the proposed high school. Consequently, I asked our
staff to apply the same model to the high school which Orange County used to
arrive W a $14.5 million budget for the middle school. Copies of both the
original middle school budget and this high school budget are attached.
The high school budget is based upon a 240,000 square foot bulking
(Riverside has 272,000 Sq. ft.). The State Department of Public Instnxtion
suggests that a large high school (1600 students) should provide 160 square
feet per student and a small high school (600 -800 students) 225 square feet per
student Our model is based on 200 square feet per student for 1200 students
(1,000 capacity with core facilities for 1,500).
As you can see, this model produces a total projected cost of almost $29
million in today's dollars. Considering that the project is at least two years away
from being put out to bid, the $23 million appears to be inadequate. I reafte
that this is not the time to discuss raising this figure; however, this analysis
should assure you that the budget certainly is not too high. We will have to
build a smaller high school In order to adhere to the budget which you evidently
feel comfortable recommend rig.
I also would remind you that any delay In the date of the bond
referendum more than likely will increase our construction casts as well as the
debt that would be incurred by selling bonds when interest rallies are expected
to increase. A May referendum would allow us to take advantage of economic
conditions which are to our benefit at this time.
NGPrh
cc: CHCCS Board of Education
John Link, County Manager
qu uu2 ;
