February 3, 1992 <br />Dear County Commissioners: <br />I am hoping you have decided to go ahead with the bond referendum in May. <br />Previously I expressed the opinion that a special election in September might <br />be preferable, but I was assuming that the public would be ambivalent about a <br />major bond at this time. I expected that we would need to mount an extensive <br />and thorough educational effort to solidify positive public support for the <br />school bond. <br />The results of the countywide survey published last week in the Chapel Hill <br />Newspaper show that we are starting with a much stronger base of support than <br />I anticipated. Considering that a delay of only a few months in the <br />referendum will mean that a whole school year will probably be lost in the <br />building schedule, I would now encourage you to go with the referendum as soon <br />as possible. There is time to intensify support for the bond, and I think we <br />will be able to maximize the benefits of low interest rates and building costs <br />by beginning sooner rather than later. <br />Whatever your decision, you can count on my help to promote the bond and work <br />for its passage. <br />Sincerely, <br />1140� <br />Nancy M.
