The Board also approved the hiring of <br />the consulting firm of Johnston, Zabor & Associates to conduct a <br />telephone survey about voter attitudes towards a possible school <br />bond referendum. <br />Should the Board decide to pursue a May 5 referendum, the Board must <br />publish, no later than February 8, notice of its intent to file an <br />application for bonds with the Local Government Commission. At this <br />meeting, the Board would also need to adopt a resolution of intent <br />authorizing submission of the bond application and to hire bond <br />counsel. Fees for bond counsel would be paid from funds available for <br />legal services in the 1991 -92 budget and /or from the proceeds of a <br />successful bond referendum. A schedule of other milestones in a <br />possible bond referendum process has been outlined in the attached memo <br />from current bond counsel. <br />Copies of the school bond survey instrument, and a draft report of <br />survey results from the consulting firm of Johnston, Zabor & <br />Associates, are attached. Representatives of the firm will be <br />available at the February 3 meeting to respond to Commissioners' <br />questions about the survey. <br />RECOMMENDATION(S): As the Board decides. If the Board decides to <br />proceed with a bond referendum on May 5, 1992, the Manager recommends <br />that the Board adopt the attached resolution of intent to submit <br />b d <br />C2 n o application to the Local Government Commission; and <br />authorize the retention of Gundars Aperans of the firm of Brown <br />and Wood as bond counsel. <br />
