Moore <br />Correspondence dated ext. 2664 <br />October 21 (received November 22) <br />November 20, and December 19, 1991 <br />TELEPHONE NUMBER - <br />Hillsborough - <br />732 -8181 <br />Chapel Hill - <br />968 -4501 <br />Mebane - <br />227 -2031 <br />Durham - <br />688 -7331 <br />PURPOSE: <br />To provide a report to the Commissioners regarding citizen interest in a <br />playground to serve the residents of the Perry Hills Subdivision. <br />BACKGROUND: <br />The residents of the Perry Hills subdivision contacted the staff of the <br />Recreation and Parks Department to express interest in a playground <br />being built on county -owned property in their neighborhood. The <br />property in question is at the intersection of Frazier and Lancaster <br />Roads -- land identified for the Frazier Road Solid waste Collection <br />Center. <br />The citizen group brought their concerns to the Orange County Recreation <br />and Parks Advisory Council in December, to outline their proposal. The <br />citizens would like the County to build a neighborhood park on this <br />property in their subdivision. <br />The Recreation and Parks Advisory Council recognizes the uniquenesss of <br />this subdivision (high density, urban -like in a rural setting) but county <br />policy direction to date has been one of focusing efforts on developing <br />six identified, larger, community, not neighborhood, parks. <br />In order to balance the current policy of park development and the <br />recognition of the high citizen interest for a playground in Perry Hillls, <br />the Advisory Council recommends an alternate use of this county property <br />if the property is not going to be used for other county purposes. <br />Consideration could be given to the county entering into a lease <br />arrangement with the Perry Hills Homeowners Association (Association as- <br />yet unformed) for the neighborhood to develop its own playground. Staff <br />stands ready to offer technical assistance /advise in park design, <br />maintenance, and operation. <br />RECOMMENDATION(S): <br />Receive the report as information. <br />
