K <br />2. To determine the capital cost per student of <br />constructing new schools: <br />a. Identify the per square foot cost for <br />buildings, per acre cost for land, <br />design /engineering cost ( %), and <br />equipment /furnishing cost (%) for new <br />facilities, by school type; and <br />b. Calculate the amount of credit due new <br />development for payments made toward <br />existing facilities, including revenues <br />received from sales and property taxes, <br />and public school building funds (grants). <br />3. To insure that impacts fees collected from a <br />particular development are expended on <br />facilities that benefit the development: <br />a. Repeat Steps 1 and 2 for each school <br />district to recognize different student <br />generation rates, capital costs, household <br />sizes, and housing values; and <br />b. Provide credit for facilities built or <br />dedicated by the developer. <br />The report has been distributed to various County <br />departments for review and comment. Following <br />internal review, the report will be distributed to <br />the municipalities, school boards, and homebuilders. <br />After the review and comment cycle is complete, the <br />report will be revised and presented to the Board of <br />Commissioners. If the Board feels the report <br />adequately identifies an impact fee structure for <br />the county, a public hearing may be scheduled to <br />present the proposal to the citizens. Following the <br />hearing, the Board of Commissioners can decide if it <br />wishes to include an impact fee schedule in the FY <br />1992 -93 budget. <br />RECOMMMATION: No decision is to be made by the Commissioners at <br />this meeting. The Planning Director will be <br />available to answer questions regarding the report.-__ <br />
