On December 23, 1991, a technical report <br />on the calculation of impact fees for Orange County <br />was distributed to the Board of Commissioners. <br />The report documents a logical sequence of deriving <br />impact fees for public school facilities, using the <br />same methods employed by Anne Arundel County, <br />Maryland, and Broward County, Florida. The steps <br />used in the process are summarized below: <br />1. To determine the quantity of needed <br />improvements: <br />a. Calculate student generation rates or <br />the average number of school -age children <br />per residential unit, by housing <br />and school type; and <br />b. Identify service standards or the number <br />of square feet of building and land area <br />per student used to calculate the size of <br />new school facilities. <br />
