4 . <br />On June 17, 1991, Staff received an incomplete rinal Pla <br />application. Staff was told then that the roads were being built* <br />and that the owners were out of town, but would come by on June <br />19th to pay the fees and sign the application form. <br />On June 18, Staff received from the Erosion Control Officer the <br />inspection- report- on the road construction. It was then discovered <br />that (1) the roads had been installed without approval of an <br />Erosion Control Plan or a Grading Permit, and (2) Storey Lane..had <br />been built to Class B private road standards. Each of these <br />conditions of approval was clearly stated in the Resolution of <br />Approval which was signed by the owners. <br />There was apparently some confusion as to "unpaved" public road <br />standards. Had the Planning Staff been made aware of. this <br />confusion before the road was built, it-..could have provided <br />clarification and coordination between NCDOT and the applicant_ - <br />A meeting took place on July 18 with the County Manager, ;, Cou.i ty„, <br />Attorney, Planning Director, Planning Staff, NCDOT, the applicant,,- <br />and the applicant's surveyor to discuss Storey Lane. The <br />applicants desired to have Storey Lane remain. at Class B private <br />read standards instead of upgrading it to a width which would be <br />acceptable for NCDOT maintenance. At that meeting, the Planning <br />Staff shared an April 20, 1990, letter received from NCDOT which <br />outlined the construction standards that Storey Lane must meet <br />(copy attached). The applicants expressed surprise concerning th <br />existence of such standards, particularly in view of the fact tha <br />their surveyor had contacted Mr. Joey, Hopkins of NCDOT and was told <br />that specific standards for such roads did not' exist. It was <br />explained that the staff could not authorize a change in the <br />standards, because it would be in conflict with the conditions of <br />the Preliminary Plat approved by the Board of Commissioners. <br />Staff continued to provide assistance as needed, including <br />arranging a meeting between NCDOT, the applicant and the grading <br />contractor to discuss road standards. <br />_ <br />The applicant recently � r , b,e road standard 'dog ld ---be reduced <br />to Class.
