6 <br />#2 <br />ISSUES /RECOMMENDATIONS REGARDING RECRUITMENT <br />Purpose of Recruitment: To attract well qualified, com- <br />mitted, and diverse representation <br />to serve on county - appointed boards <br />and commissions <br />Issue: Should Orange County employees serve on boards/ <br />commissions ?' <br />1. Pros: good resource because of their knowledge of <br />the county <br />2. Cons: there are other opportunities to serve as vol- <br />unteers both internally and externally; creates <br />fewer openings for other citizens to serve; may <br />be greater potential for conflict of interest <br />3. Note: A survey from other counties was sent to the <br />Board of County Commissioners on November 1, <br />1991. <br />Recommendation: As the board decides. <br />#3 <br />Issue: How can boards /commissions better reflect the diver- <br />sity in the county? <br />Recommendation: Through changes in application form. <br />Issue: How can recruitment methods be enhanced? <br />Recommendation: Through public advertising, membership <br />committees on boards /commissions, Talent <br />Bank, VAC, 24 -Hour Courthouse, Speakers <br />Bureau, Information Line <br />Issue: How often should county commissioners make <br />appointments? <br />- as vacancies occur <br />- every month <br />quarterly <br />- every six months <br />- yearly <br />Recommendation: Quarterly. <br />
