McAdoo <br />DIRECTOR <br />Cate <br />Dear Community Leaders; <br />Since 1989, the General Assembly has passed extensive <br />legislation imparting solid waste collection and disposal in <br />the State. The Solid Waste Disposal Improvements Act of 1989 <br />(Senate Loll 111) and the Solid Waste Law Amendments (House <br />Bill 1189) are the most far- reaching, imposing restrictions <br />on certain solid wastes, mandating state and local recycling <br />programs and establishing timelines for the state and local <br />governments to meet requirements. <br />In recent years, the Orange County Board of Commissioners and <br />county staff have been investigating ways to improve the <br />ruryent greenbox collection system. Although improvements <br />have been made over the last ten years, the sites continue to <br />suffer from vandalism and abuse and County staff has little <br />control over prohibited items dumped at the sites. <br />Additionally, illegal commercial and residential private <br />haulers and citizens from other counties ate using the sites <br />at taxpayers' expense. <br />State mandates and problems with the existing collection <br />system present many challenges for elected officials and <br />staff. We feel that citizen involvement is needed to develop <br />a solid waste management plan that effectively addresses <br />these challenges. <br />The Orange County Board of Commissioners is inviting <br />interested Citizens to submit an application to serve on the <br />Orange County Solid Waste Committee. We would like your <br />assistance in our selection process. <br />The role of the Solid Waste Committee will be to work with <br />staff to research, discuss, identify and recommend a plan for <br />solid waste collection in unincorporated orange County. The <br />Committee will also assist in promoting public education and <br />information to maximize citizen support and participation. <br />Committee members will attend one night meeting per month for- <br />a twelve month period. There will be limited outside reading <br />and research requirements. <br />An application .form for the Orange County Solid Waste <br />Committee is attached. Please copy it and distribute to <br />citizens who you think would be willing to commit time and <br />energy to this very important project.
