3 <br />places along the creek. <br />The applicant has negotiated a perpetual conservation <br />easement with Triangle Land Conservancy which includes <br />the entire 100 -year floodplain. A draft of the <br />easement agreement was submitted with the Preliminary <br />and is included in the attachments. <br />The Preliminary Plan was reviewed by the Planning <br />Board on December 16, 1991. At that time, the Planning <br />Board recommended approval with a Class B private <br />road and the conditions contained in the Resolution of <br />Approval. <br />RECOMMENDATION: The Administration recommends approval of the <br />Preliminary Plan for Shenandoah Subdivision with a <br />Class B private road based on the findings contained <br />in Section IV- B -3 -d -1 of the Subdivision Regulations <br />and subject to the conditions contained in the <br />Resolution of approval. <br />
