3 <br />Sample <br />Johnston, Zabor & Associates proposes to complete 400 telephone surveys with registered <br />voters in Orange County. The sample will be constructed to fairly represent the population - <br />split between populations from the Chapel Hill City School District, and the Orange County <br />School District. <br />We will also ask key demographic questions, which include sex, race, voting history, parent <br />vs. non - parent, and income. These factors will be cross - tabulated for analysis. <br />Results <br />The results of this marketing research will give the Orange Country Commissions <br />guidance regarding timing and dollar level support for the school bond referendum planned <br />for 1992. Johnston, Zabor will employ standard tabulation statistics and regression analysis <br />in order to graphically show the percent of the population willing to support the bonds at <br />each level. As a result, the commissioners will be able to clearly determine the maximum <br />level of bond funding obtainable at this time. <br />It must be kept in mind that research of this nature reflects how people feel at the time the <br />questions are asked. We will attempt to evaluate whether voters feel May or November <br />would be most appropriate in order to maximize the potential, but these research findings are <br />rarely clear. The research will clearly determine the level of funding possible at this time, <br />and will give information regarding how familiar. the voters are with the issues. <br />Using this information, the commissioners will be able to make a reasonable assessment <br />regarding timing and dollar volume for a referendum in the spring of 1992. If the level of <br />funding possible at this time is lower than a minimum required to meaningfully contribute to <br />the educational infrastructure, then a delay would obviously be in order. <br />Consideration <br />We have priced this project based on the following assumptions: <br />Sample size of 400 <br />25 questions (mostly closed- ended) <br />70 variables <br />The survey will be no longer than 8 minutes in length <br />No list is available with telephone numbers <br />The project must be completed in January <br />
