CONTRACT FOR CONSULTING SERVICES <br />BETWEEN JOHNSTON, ZABOR & ASSOCIATES# INC. <br />AND ORANGE COUNTY <br />This contract is made and entered into this 6th day of <br />January, 1992, by and between Johnston, Zabor & Associates, <br />Inc., located at Headquarters Park, Suite 300, Research <br />Triangle Park, NC 27709, herein referred to as Consultant, <br />and Orange County, located at 109 Court Street, Hillsborough, <br />NC 27278, herein referred to as County. <br />The parties agree to a binding contract for the purpose of <br />conducting a telephone survey of voter attitudes in Orange <br />County towards a possible school bond referendum. <br />The County w_ll: <br />1. Provide Consultant with any available information <br />Consultant may request to assist in development of the survey <br />instrument. <br />2. Provide direction on the development of specific survey <br />questions in a timely manner, as requested by Consultant. <br />3. Make payment in accordance with the payment section of <br />this contract. <br />The Consultant will: <br />1. Develop a survey instrument of approximately 25 questions <br />that is reviewed and accepted by the County prior to actual <br />conduct of the survey. <br />2. Conduct a telephone survey of not less than 400 Orange <br />County registered voters with the following primary <br />objectives: <br />a. to determine likely voter response to various levels <br />(in millions of dollars) of possible bonds, <br />b. to determine what level of tax .rate increase voters <br />would accept in support of schools, <br />C. to determine the most appropriate timing for a <br />successful bond referendum to be conducted, and <br />d. to determine the level of awareness regarding the <br />need for new schools among registered voters. <br />3. Complete the survey and deliver a report analyzing and <br />tabulating the results no later than February 3, 1992. <br />4. Provide to County raw data results of individual, voter <br />responses to survey questions, in a format mutually <br />acceptable to County and Consultant, at the conclusion of the <br />survey and report process. <br />
