8 <br />Commissioners may approve, such measures as conditions <br />of approval of the Preliminary Plat; provided, <br />however, the recommending agency shall have the <br />authority to enforce such measures. <br />Where no alternatives are available to address the <br />concerns of the agency or officer, a classification of <br />"unsuitable" shall be provided. The agency or officer <br />shall provide a list of the reasons which resulted in <br />such designation. <br />Upon receipt of the comments and recommendations from <br />review officers and agencies, the Planning Department <br />shall submit.to the Planning Board a written analysis <br />of the application and its recommendation. The report <br />shall be prepared and submitted to the Planning Board <br />within eighty --five (85) days of the date of acceptance <br />of the application or within such further time <br />consented to in writing by the applicant.
