3 <br />PROPOSED ORDINANCE AMENDMENT <br />ORDINANCE: ZONING ORDINANCE <br />REFERENCE: ARTICLE 6.16.12 TELEPHONE EXCHANGES (WITHOUT <br />BUSINESS OFFICES), SUBSCRIBER LOOP HUTS, PRESSURE <br />REGULATOR STATIONS, WATER AND SANITARY SEWER <br />PUMPING STATIONS IN ALL ZONING DISTRICTS <br />ORIGIN OF AMENDMENT: x Staff Planning Board <br />BOCC Public <br />Other: <br />STAFF PRIORITY RECOMMENDATION: x� High Middle Low <br />comment: <br />EXPECTED PUBLIC HEARING DATE: November 25, 1991 <br />PURPOSE OF AMENDMENT: <br />To consider an amendment to the Zoning Ordinance to modify <br />development standards for certain utility facilities. <br />IMPACTS /ISSUES: <br />Article 4.1 of the Zoning Ordinance lists 10 types of uses which <br />are permitted by right in all zoning districts. Several of these <br />uses are related to infrastructure facilities which are essential <br />to the distribution of services. Because they are part of a <br />larger infrastructure network, there may be limited choice for <br />their location. <br />Specific standards are applied to some of these facilities, <br />including water and sewer pumping station, electric substations, <br />and County greenbox sites. These standards relate to design, <br />screening, lot size, and other provisions which assure <br />compatibility with surrounding residential areas. <br />The minimum lot area for water and sewer pump station and <br />electric substations is 5,000 square feet... In 1989, Article <br />6.16.14 was amended to allow this 5,0OO..square -foot area to exist <br />as an easement or leasehold for electric substations without <br />being subdivided. This same concept was applied to greenbox <br />sites (although the minimum area is 40,000 square feet). <br />The proposed amendment would extend this concept to water and <br />sewer pump stations, as well as to some telephone- related <br />facilities. The standards for these uses are found in Article <br />6.16.12. Currently, these uses may be allowed on lots as small <br />as 5,000 square feet, but there is no provision to allow the lot <br />to be created by lease or easement. <br />It is also proposed that Article 6.16.12 be amended to allow <br />structures for water and sewer pump stations to contain 800 <br />square feet. The current limit is 200 square feet. <br />
