D11 Pi I � � 35 <br />Planning Board agreed that a private Class B road <br />would be appropriate to serve the new lots in <br />Shenandoah. <br />The Planning Staff recommends approval of the <br />Preliminary Plan for Shenandoah Subdivision with <br />a Class B private road based on the findings <br />contained in Section IV-- B -3 -d -1 of the <br />Subdivision Regulations and subject to the <br />conditions contained in the Resolution of <br />Approval, a copy of which is an attachment to <br />these minutes on pages . <br />Gray expressed concern that this was the same <br />plan that the applicant had presented previously <br />and that the Recreation and Parks requirements <br />have not been addressed. Cameron responded that <br />the 20 -foot access easement was shown on the <br />Concept Plan, but the conservation easement has <br />been added. The applicants would prefer to <br />have only the conservation easement, which would <br />preserve the natural features, but be only for <br />use of the residents. The conditions of approval <br />in the Resolution of approval do however require <br />that the dedication of thd°2-&-foot public access <br />easement be made when the Final Plat is recorded. <br />MOTION: Gray moved that the plan be tabled until further <br />input is received from the Recreation and Parks <br />Department in order that the Planning Board can <br />make a good decision on the preliminary plan. <br />Motion died for lack of second. <br />Gray again expressed concern that he felt there <br />is no real assurance that the applicant has any <br />real intention of changing the plan to address <br />the concerns of Recreation and Parks. Cameron <br />responded that Ms. Moore had indicated to her <br />that discussion is sti11 going on with the <br />developer. He has been informed that he could <br />present his concerns to�the Board of <br />Commissioners. She stated again that the <br />Resolution of Approval requires dedication of the <br />public access before Final Plan approval. The <br />developer has the option to present his concern <br />to the Board of Commissioners. However, if the <br />Board approves the preliminary plan with the <br />Resolution of Approval as recommended, the <br />final plat will not be approved and recorded <br />unless that requirement is met. <br />MOTION: Hamilton moved approval as recommended by the <br />
