J <br />1 U V 33 <br />The Planning Staff recommends approval of the <br />Concept Plan for Red Wolf at Piney Mountain with <br />a public road built to State standards. <br />Gray asked if all the roads in Piney Mountain are <br />constructed to State standards and Cameron <br />responded yes. <br />LOTION: Reid moved approval of the Concept Plan for Red <br />Wolf at Piney Mountain as recommended by the <br />Planning Staff. Seconded by Gray. <br />VOTE: Unanimous. <br />b. Preliminary Plan <br />(1) Shenandoah <br />Presentation by Emily Cameron. <br />The property is located in Chapel Hill Township <br />on the east side of Neville Road (SR 1945) on the <br />north side of Phil's Creek. It is zoned Rural <br />Buffer, Protected Watershed II, and University <br />Lake Watershed. The tract is designated Rural <br />Residential in the Joint Planning Area Land Use <br />Plan. Adjacent land uses are residential. <br />The total acreage of the tract is 28.38 acres. <br />Six (6) new lots are proposed. one will be a 2- <br />acre lot; the other five lots are approximately <br />five acres each. This division complies with the <br />current ULW standards which would have allowed a <br />maximum density of five 2 -acre lots and three 5 +-- <br />acre lots to be proposed. Individual wells and <br />septic tanks are required. <br />A new Class B private road is proposed. A copy <br />of the applicant's private road justification <br />and the Planning Staff's evaluation are included <br />as attachments to these minutes on pages <br />Factors used to justify-the-private road are: <br />I. Larger lots than the minimum required; <br />2. Clustered units; <br />3. Restrictive covenants to provide tree <br />protection and prohibit further subdivision; <br />4. Location in the University Lake Watershed <br />where impervious surface is limited and land <br />disturbance /vegetation removal should be <br />minimized; and <br />5. Dedication of recreation /open space. <br />
