DW School Capital Advisory Committee did <br />much work but did not reach consensus ... it is critical that we receive a <br />community consensus onthe package before we put it to a vote. He listed issues <br />Be believes are important. JWould like to focus discussion on concept of <br />6ommunity consensus. This process should include the Dispute Settlement Center <br />to held reach consensus. MC agreed He believes that consensus starts with the <br />Alected officials taking a stand, especially the school boards. That is a <br />first step. It cannot be reached without that. AG suggested that the next <br />10teps that be taken (hand out) ... is not in favor of another committee ... we need <br />lto get elected officials interacting... we need to do a telephone survey .... B /C <br />Deed to become informed as to the costs ... all of these things need to be done <br />lin January ... we need to move ahead... consensus was reached by the School <br />19apital Needs Committee ... their sticking point was on the cost ... MC called <br />18n people who want to speak ... we have already had a public hearing please <br />16imit. <br />17 <br />lRinda Haac read a statement from the Ch /cb PTA council. Spoke in support of <br />1the Bond to build the new schools ... 3 in CH /CB and 1 in orange ... Read a <br />28tatement ... pledged to work in support of the 66 million dollar bond <br />21eferendum. We are at a cross road ... we face a crisis. They have come up with <br />22 fact sheet... <br />23 <br />21en Touw, spoke in support of the bond referendum... he indicated that the needs <br />26f both systems need to be met ... demand that the two school boards meet <br />26ogether to find alternative funding sources. ..businesses need to become <br />21nvolved ... please do not refer this to another committee... it will delay for <br />28ne year at least and increase everything. <br />29 <br />3Aue Outterson a resident of Chapel Hill, asked for the bond to be passed at the <br />31igher rate. <br />32 <br />3Hs. Helen Urquhart, is concerned about why we think that they Orange County <br />34esidents would pay for the Chapel Hill schools. The merger issue is being <br />3&voided. She questions the pupil increase. <br />36 <br />31adeline Mitchell, spoke in support of this bond issue. Chapel Hill needs <br />38hese schools now. It is not fair to make them wait because the Orange County <br />33chools do not need them. We need these schools now. <br />40 <br />4Mrainger Barrett indicated that the Commissioners are not taking a stand. We <br />42eed those schools. We are over capacity. That is a fact. Asked the <br />4sommissions to give the message. The schools equity issue should not be linked <br />4ito these capital needs. The $66 million. We need to discuss the issue of <br />46quity funding. <br />46 <br />411s. Carolina Karpinos indicated that she also wanted to be sure that we not <br />48onfuse the issues of equity and capital needs. We need to move ahead and not <br />48ppoint another committee. <br />50 <br />52s. Mary Bushnell stated that she was not going to speak about capital needs <br />5because she was sure that the Commissioners knew how she and other Chapel Hill <br />
