TOWN OF CHAPEL HILL 3
PARKS & RECREATION DEPARTMENT
200 PLANT ROAD
CHAPEL HILL, NORTH CAROLINA 27514
(919) 968 -2784
October 31, 1991
Pam Jones, Director
Orange County Purchasing and Central Services Department
PO Box 8181
Hillsborough, NC 27278
Dear Ms. Jones:
We spoke on Monday, October 28, 1991 regarding a request by the Town of
Chapel Hill for a pedestrian and non - motorized vehicle easement on land
owned by Orange County. This letter is in response to your request for
additional information.
The Tanyard Branch Trail currently provides pedestrian access from Caldwell
Street Extension in the Northside neighborhood to Umstead Park on Umstead
Drive. The trail was built and dedicated in 1986. However, the trail is need of
work and ideally should be relocated in several areas. We propose to expand
and relocate that portion of the trail which lies on the Multi- Purpose Center
property. The land in question is a 1.78 -acre portion of the 8.69 -acre Orange
County Multi- Purpose Center property identified as Chapel Hill Tax Map 84.J.3.
The land is located just west of the fence which separates the developed
portion of the Multi- Purpose Center property from the wooded area along
Tanyard Branch (Please see map). We think that a Town easement over the
1.78 acres would allow us to improve the current situation and to better serve
the public.
The proposed easement would allow the Town to extend the current Tanyard
Branch Trail from Caldwell Street to McMasters Street. This connection would
allow a direct connection between these important Northside residential areas,
as well as allow residents of McMasters Street to have direct access to the
Tanyard Branch Trail. This connector trail could be built on an abandoned road
which is already clear ex0ecrfor very young trees and extensive stands of
poison ivy. upi-
