PUBLIC HEARING YES: NO:XX <br />-------------------------------------------- <br />ATTACHMENT(S): INFORMATION CONTACT: PAM JONES <br />Letter of Request Telephone Number - <br />EXT 2650 <br />Map of proposed trail site Hillsborough - 732 -8181 <br />Chapel Hill -967 -9251 <br />Mebane - 227 -2031 <br />Durham - 688 -7331 <br />PURPOSE: To consider granting an easement to the Town of Chapel Hill <br />in order that they can relocate sections of an existing pedestrian <br />trail. <br />BACKGROUND: The Town of Chapel Hill is requesting that the County <br />grant an easement of 1.78 acres on the Northside Multi- Purpose Center <br />site. The existing Tanyard Branch Trail, which provides pedestrian <br />access from Caldwell Street Extension in the Northside neighborhood to <br />Umstead Park is in need of work. If the easement is granted, sections <br />of this trail will be relocated to provide better access, particularly <br />for handicapped and elderly individuals since the existing stairs will <br />be abandoned and a reasonable grade established. <br />County staff have visited the site and agree that the proposed <br />relocation of the trail would be advantageous to the public. Future <br />expansion on the site by the County or OPC Mental Health would likely <br />be toward the east, thereby not conflicting with the proposed new <br />trail. <br />If the Commissioners choose to grant the easement, it is suggested that <br />conditions be attached to make the Town responsible for all <br />maintenance, security, and.liability of the trail. In addition, it <br />should be noted that easements are generally made for an indefinite <br />
