G�br lr.. 5ecretan' <br />MEMORANDUM <br />TO: Local Health Directors <br />FROM: Tom vitaglione, Chief <br />v v. <br />Children and Youth Section <br />SUBJECT: Increase in Allocations for Child Service, Coordination <br />Attached are the FY 91 -92 increases in county allocations for the $1.3 <br />million in new funds available for Child Service Coordination. These'should <br />be considered permanent additions to your current funds for CSC. <br />The $1.3 million is composed of $500,000 in state funds for the reduction c` <br />infant mortality, $500,000 in state funds for the implementation of PL 99- <br />457, and $300,000 in MCH Block Grant Funds. <br />Individual county allocations were determined by a formula approved by the <br />Association of Local Health Directors. Under this formula, 25% ($325,000) <br />was allocated evenly; 25% was allocated based on your county's percentage cf <br />1990 live- births; 25% was allocated based on your county's percentage of <br />infants identified in ae High Priority Infant Program in 1989; 25% was <br />based on your county's percentage of the statewide active CSC caseload _n <br />the period January -June 1991. <br />The performance indicators were specia'_ recommendations from the MCH Lia;sc7 <br />Committee. The 1989 figure represents the last period before the influx c. <br />expansion funds last year, and also represents our last accurate HSIS da_a. <br />The 1991 figure represen -ts your latest efforts in CSC. Because there are <br />still inac�iracies in H5IS data resulting in cdnversion from the <br />Priority Infant Program, your performance figure is the one you re?crtcd <br />(either verbally or in writing) to your regional MCH nursing consultant. <br />Please note that an additional 57JD,o n in expansion funds will be avail= -'- <br />in °Y 92 -93. we hope that you will use vaur expansion f-unds (piss Med,ca'c <br />receipts) to em_clov additional child service coordinators. Case�eacs ar= <br />Crowing and many coordinators are reporting individual caseloads in excess <br />of 100 farulies. Please recall ..hat the optil= coordinator /family ratic 1s <br />approximately 1:50, and this ratio is the basis of our negotiated Med .ic_ =id <br />rate. <br />3 <br />
