General Assembly appropriated $3.25 <br />million for FY 1991 -92 and $7 million for Fy 1992 -93 (HB 83) to county <br />departments of social services, beginning January 1, 1992. The funds <br />are specifically designated for additional staff to assist counties to <br />provide protective or preventive services when child abuse, neglect, or <br />dependency has been confirmed, and may not be used to supplant other <br />funding budgeted for protective services. <br />Orange County's share of the FY 1991 -92 allocation is $32,000 <br />(6 months) and staff projects the FY 1992 -93 allocation will be <br />approximately $64,000 (12 months). Each county's allocation is <br />based on the percentage of child abuse and neglect referrals in <br />the statewide total of referrals plus a base allocation of $10,000 <br />in each fiscal year. These additional funds will enable the <br />Department to employ one Child Protective Services Supervisor, and <br />one Social Work In -Home Assistant at a cost of approximately $28,000 <br />for FY 1991 -92 and $56,000 for FY 1992 -93. County match funds are <br />not required. The positions will make it possible for the agency to <br />provide intensive home based services which include in -home counseling, <br />case management, and development of parenting skills. The primary <br />purpose of these specialized services is to keep families intact, when <br />that is feasible and in the best interest of children, and to reduce <br />the risk of harm to children. Families who require these services are <br />those with children under age 18 who are at imminent risk of out -of- <br />home placement due to neglect and /or abuse. <br />RECOMMENDATION(S): <br />The Manager recommends the acceptance of the state funds for Child <br />Protective Services staff and that continuation of the positions be <br />based on continued state funds. <br />
