APPROVED 1 6 92. <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />DECEMBER 17, 1991 <br />The Orange County Board of Commissioners met in Regular Session on <br />Tuesday, December 17, 1991 at 7:30 p.m. in the OWASA Community Meeting Room <br />on Jones Ferry Road in Carrboro, North Carolina. <br />BOARD MEMBERS PRESENT: Chairman Moses Carey, Jr., and Commissioners Alice <br />Gordon, Stephen Halkiotis, Verla Insko and Don Willhoit. <br />ATTORNEY PRESENT: Geoffrey Gledhill <br />STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Manager <br />Rod Visser, Deputy Clerk to the Board Kathy Baker, Clerk to the Board Beverly <br />Blythe, Director of Housing and Community Development Tara Fikes, Purchasing <br />Director Pam Jones, Budget Director Sally Kost, Public Works Director <br />Wilbert McAdoo, Social Services Director Marti Pryor -Cook, Planners Don <br />Powell, Mary Scearbo and David Stancil, Health Director Dan Reimer, <br />Management Analyst Sharon Siler, Child Support Enforcement Director Janet <br />Sparks, EM Director of Administration Jeanette Smith, EMS Director Nick <br />Waters, and Solid Waste Manager Beth Wickham. <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT AGENDA <br />FILE IN THE CLERK'S OFFICE <br />I. ADDITIONS OR CHANGES TO THE AGENDA <br />The report on the bond referendum survey was moved to items for <br />decision to be considered with item "C" to establish a school bond package <br />committee. <br />11. AUDIENCE COMMENTS <br />A. MATTERS ON THE PRINTED AGENDA <br />Those citizens who indicated a desire to speak on an item on the <br />printed agenda will be recognized at the appropriate time. <br />B. MATTERS NOT ON THE PRINTED AGENDA <br />Cecil Griffin, spokesperson for SEAL, Stop Eubanks Area Landfill, <br />asked that a public hearing be scheduled by the Site Search Committee so that <br />those citizens affected by the current boundaries of site OC -17 may be <br />allowed to present their views. Most of the property owners were unaware of <br />the addition of site 17 to the original list until after the two public <br />hearings were held. <br />Dr. N. K. Weng asked that the Board approve the final plat for <br />Tanglewood Acres Subdivision leaving Storey Road as is during the sale of <br />lots for Phase 1. He agreed to sign an agreement in which he would upgrade <br />Storey Lane to a "paved, state road" with the subdivision of Lot B. This was <br />referred to the County Manager for a report. <br />PUBLIC CHARGE <br />Chairman Moses Carey, Jr. read the public charge. <br />
