Pryor-Cook, Director <br />November 26, 1991 <br />Page 2 <br />2) The use of project funds for the purchase of materials not considered <br />to be eansumables, mast cmTply with JOBS policy. <br />Examples of non- consumables include audio- visual aids, software, <br />reference materials, etc. <br />Any such materials must be; <br />a) purchased by the Department of Social Services, <br />b) retained by the Department of Social <br />Services, and <br />c) used exclusively for JOBS participants. <br />(files of Wiles are notebooks, paper, and other supplies to be <br />used by the participants.) <br />3) Remember that "entertairmtkg t costs, amu sements - _social activities, and <br />the incidental costs related thereto" are not allowable costs. We do <br />recognize, however, that participation in cultural activities can help <br />an individual to develop the type of self- awareness and respect for <br />others that are important in achieving self- sufficiency. Therefore, <br />the use of JOSS funds for cultural activities is only allowed when: <br />a) the activity is specifically designed for the purpose of cultural <br />awareness; <br />b) the need for increased self- awareness, respect for others, etc. <br />through participation in cultural activities is clearly documented <br />in the assessment and employability planning process Of each <br />individual participant; AMID <br />c) the participant is simultaneously involved in an Education or Job <br />Readiness program that allows for and prcmiotes discussion about <br />and full appreciation of the cultural content of the activity. <br />This criteria is employed as a way to encourage you to exercise prudent <br />judgement in the identification of activities that you define as <br />"cultural" and that you make available to participants with JOBS <br />Co ponent Development Project funds. <br />If you have any questions regarding the appropriateness of any planned <br />expenditures, please confer with the Employment Programs Section staff. <br />
