Your proposal <br />reflects the exemplary coordination and developmental expectations of the <br />projects, as well as a sincere interest in serving JOBS participants.- This <br />letter serves to confirm the approval telephoned to your staff. You are.. <br />authorized to proceed with this project with a budget of $ 26,142.00, <br />effective November 8, 1991, through May 31, 1992. <br />We remand you that these Component Development funds are not exempted from <br />the usual Division and JOBS budgetary policies. Based on your proposal, we <br />caution you on the following specific issues. <br />1) Due to the tenuous nature of funding for Component Development Projects, <br />it is important that the county DSS be able to use its regular JOBS <br />allocation to provide case management services to all program <br />participants, whether in activities funded by Component Development' <br />Project funds or other funds. In this manner, county departments do not <br />axperience year --to --year decisions that determine the stability of staff <br />positions. Consequently time spent in providing case management services <br />cannot be charged to the Component Development Project. Case Management <br />includes counseling, advocacy, monitoring, and planning activities which <br />are specific to an individual JOBS participant. <br />We do recognize that there are coordination, arrangement, and monitoring <br />activities that are necessary in the development of new components. <br />These activities can be charged to the Component Development Project as <br />JOBS Program Development (service code 523) when they relate <br />specifically to the component activity described in the approved <br />project. proposal.
