5 <br />not to build fancy buildings containing the latest <br />technologic tools. <br />4.We should avoid paying complete architectural <br />fees for a new school. Custom -built schools are ver <br />expensive!. We should use plans developed by others which <br />can be adapted to our use at minimum expense. And there is <br />no law that a school must be a single and complete <br />architectural unit on the day it opens. It would be much <br />cheaper to build a central core containing administrative <br />offices, auditorium, library, gymnasium, and cafeteria and <br />place the classrooms in individual double -wide trailers <br />connected to the main building by a series of covered <br />runways. This was very feasible for military hospitals and <br />in industry. Its great virtue is that it provides the <br />needed space rapidly and cheaply and can be replaced by <br />permanent structures when the economy allows. <br />Once the Commissioners decide the size of the bond <br />which the public will tolerate, the School Boards must <br />decide how to use the funds. When this has been <br />acomplished, preliminary engineering must be done to firm up <br />the numbers and be certain that the plans will fit within <br />the budget. (NO COST OVERRUNS ALLOWED!) If necessary the <br />needed space can be divided into two packages, obtained by <br />sequential bond elections held at different points in time. <br />In any case the public must understand what it is voting for <br />
