5 <br />curricular plans will define what kinds of buildings we <br />need. It may become necessary for the Hoard of <br />Commissioners to be arbitrary and tell, not ask, the school <br />planners which innovations are to be adopted. (Perhaps the <br />most stimulating thing the Commission could do is to set an <br />arbitrary monetary ceiling based upon what it views as <br />passable.) <br />Innovations which might be considered include: <br />I. Rotation of lunch hours to reduce the cafeteria <br />size to one which holds 1/3 or 1/2 of the student body. <br />2. Adoption of year -round school terms which <br />worked in the US during WW II. Mr. Oppold went to school 6 <br />days a week, year - round, with a few days off at Thanksgiving <br />and Christmas, and there are already schools in the U.S. <br />which have adopted similar practices. During WW II our <br />medical schools adopted a year round schedule, producing <br />between 1942 --46 an extra 5000 M.Ds. for military service. <br />3. Avoid building "high tech" schools. The <br />Problem in North Carolina is that too few of our children <br />can read, write, and calculate. What needs catching up is <br />the three "Rs "! Our limited funds should be used to pay <br />teachers better salaries and have more of them on the job, <br />
