3 <br />Chapel Hill - Carrboro City Schools needs to provide schools which <br />are larger than those of other districts in the state because of the <br />expanded offering of programs required for children with <br />exceptionalities. <br />For example, Carrboro Elementary School employs the following professional <br />staff in addition to the 22 K -5 classroom teachers (some are part- time): <br />1 Principal <br />1 Assistant Principal <br />2 Guidance Counselors/Family Specialists <br />1 Media Coordinator <br />2 Physical Education Teachers <br />2 Academically Gifted Teachers <br />2 Spanish Teachers <br />1 Music Teacher <br />1 Art Teacher <br />2 Reading Teachers <br />2 Learning Disabilities Resource Teachers <br />2 Speech /Language Pathologists <br />1 BEH Teacher <br />1 LD Self- contained Teacher <br />1 Primary Resource Teacher <br />1 ESL Teacher <br />23 TOTAL <br />There are also 25 teacher assistants who support the program. The total staff <br />includes 83 members. State and local mandates, especially for children with special <br />needs, demand enhanced programs which require more instructional, support, and <br />professional space than is normally found in many schools being constructed today. <br />How were cost estimates developed? <br />Cost estimates were developed by the school district's construction <br />management consultant, Construction Control Corporation, located in Columbia, <br />South Carolina. This firm has wide- ranging experience in managing public sector <br />construction projects in the Southeastern United States. It used a sophisticated cost <br />estimating model to project square footage costs for each room of each school. The <br />average cost was projected to be $80.00 per square foot for the middle school and <br />$78.34 for the elementary school, based on a bid date in the winter of 1992 -93. This <br />model generated new construction estimates of $8,714,613 for the elementary school <br />and $11,872,077 for the middle school. <br />From this point, CCC used the same cost estimating model that was used in the <br />long -range facility plan. This model was borrowed from the journal article referenced <br />earlier and is outlined below: <br />
