J4. <br />III -C -2 above shall be submitted by the Planning Department <br />to the County Attorney for his /her review and recommendation. <br />After-receiving a complete Final Plat,, the Planning <br />Department may submit copies of the Final Plat and <br />accom9anving material to the officials and agencies listed in <br />Section III- D- 2 -b_£or their review and comment The officers <br />or agencies to which the plan is submitted shall prgvide a <br />certification to the Planning Department as to the <br />suitability, provisional suitability_, or unsuitability of the <br />proposal. Recommendations of the review officers or agencies <br />may be incor orated as conditions of aRRroval of the <br />subdiv sion._ <br />The Planning Department shall take action on an application <br />solely on its findings as to compliance with applicable <br />regulations and conditions and shall: <br />(a) Approve the application; <br />(b) Approve the application subject to conditions; or <br />(c) Deny the application. <br />The Planning Department shall notify the applicant of its <br />action, including any conditions attached thereto, within <br />forty -five (45) days following acceptance of the application, <br />or within such further time consented to by written notice <br />from the applicant. If the Planning Department fails to <br />render a decision within the specified time period, or <br />extensions thereof, the application is approved as submitted. <br />------------------------------------------------------ - - - - -- <br />SECTION IV. REQUIRED MININUM DESIGN STANDARD$ <br />IV -A. The avoidance of congestion and overcrowding and the <br />creation of conditions essential to public health, <br />safety and the general welfare may be best <br />accomplished through the application of design <br />standards providing for the distribution of population <br />and traffic, safe and coordinated street systems, <br />approved water supply and sewage disposal systems, <br />usable lots and conformance to plans for Orange County <br />as recommended by the Planning Board and adopted by <br />the Board of Commissioners. <br />IV -B. The following general requirements and principles of <br />land subdivision shall be observed: <br />IV -B -1. LOT STANDARDS <br />(minimum lot size requirements) <br />IV -B -2. LAND SUITABILITY <br />In reviewing subdivision proposals, the Planning Board <br />shall consider the overall design of the proposal in <br />
