36 <br />Zoning Officer Recommendation <br />The proposed amendment was initiated and developed by <br />the Planning Staff. The Zoning Officer recommends <br />approval of the proposed amendment. <br />No decision on the proposal is made by either the <br />Planning Board or Board of Commissioners at the public <br />hearing. Instead, the Planning Board must prepare and <br />submit a recommendation to the Board of Commissioners. <br />If the amendment is initiated by Orange County, there <br />is no deadline within which the recommendation must be <br />received. If the amendment is initiated by a citizen, <br />the Planning Board must prepare and submit a <br />recommendation to the Board of Commissioners within 60 <br />days of the public hearing date. It is general <br />practice to present the proposal to the Planning Board <br />at its first regular meeting after the public hearing <br />and present the Planning Board recommendation to the <br />Board of Commissioners at its first meeting <br />thereafter. <br />Administration Recommendation <br />The Administration recommends that the proposal be <br />referred to the Planning Board for a recommendation to <br />be returned to the Board of Commissioners no sooner <br />than January 6, 1992. <br />
