Enhanced 911 is an automated feature that <br />provides automatic location identifier /automatic number identifier <br />(ALI /ANI) capabilities to the emergency response dispatching system. <br />With this feature, the dispatcher who receives a 911 call will have the <br />caller's telephone number, address, and the appropriate responding <br />jurisdiction automatically appear on his or her workstation. Each <br />telecommunicator workstation will be-integrated with the communications <br />consoles. <br />Other features including Division of Criminal Investigation (DCI) <br />query, CAD, and GIS will be integrated into the system capabilities in <br />phases. Each of these features will automatically interact with the <br />others. The attached report provides an overview of how the <br />E911 /CAD /GIS system will operate in Orange County. <br />During the past year, Land Records Manager /GIS Director Roscoe Reeve <br />has been working with consultant Dick Taylor and an E911 Implementation <br />Committee consisting of key members of law enforcement and emergency <br />response agencies in Orange County. They have developed and reviewed <br />an analysis of system needs for Orange County, which included input on <br />desirable aspects of system design from telecommunicators who will <br />actually use the system. They have solicited and received a number of <br />responses from hardware and software vendors interested in providing <br />solutions to the County's system needs. In reviewing these responses, <br />it became clear that county staff lacked the expertise and time that <br />would be necessary to successfully integrate the various hardware <br />and software components and to guarantee the workability of the system. <br />
