North Carolina Division of <br />Employment Programs Section <br />Job Opportunities and Basic <br />JOBS Proqram Policy Manual <br />Social Services <br />Skills Training (JOBS) Program <br />36 <br />C. <br />D. <br />OJT offers advantages to the employer as well as the participant. The <br />employer is required to provide only a portion of the participant's wage <br />for a specified time which saves the company money. The participant is <br />in a 'real" job that will last if he /she achieves the expected level of <br />Performance in the specified OJT period'. <br />The goal of OJT is to enable participants to learn and develop the <br />knowledge and skills necessary to perform satisfactorily in a particular <br />Occupation and, therefore, be competitive in the labor market. OJT is <br />not appropriate if the individual could have secured the job on their <br />own without OJT. When considering an individual for OJT, the JOBS <br />social worker must evaluate the participant's readiness for full -time <br />employment. The participant should be job ready in all ways except <br />lacking knowledge or skills for the particular occupation. In addition, <br />the OJT position must also be in an Occupation that would satisfy the <br />participant's employment goal. <br />I. The county department of social services or its agent shall enter <br />into a contract with the employer to reimburse the employer for a <br />Portion of the OJT wages. The contract is to specify, at a <br />minimum, the wages, training period, job description and <br />expectations, work hours, amount of the employer subsidy, employee <br />benefits, reporting requirements for the employer, and the type of <br />supervision and training to be provided to the participant. <br />2. The time.frame for th- training period must be related to the types <br />of training as described in.the Department of Labor (DOL) Specific <br />Vocational Preparation Manual. Depending on the specific <br />Vocational Preparation (SVP) level, OJT periods may range from one <br />month to 12 months. Training time, however, must be reasonable in <br />terms of the job to be learned and the participant's Employability <br />Plan. <br />3. The Participant must be employed full time, at least 30 hours of <br />work per week to a maximum of 40 hours per week in OJT and <br />compensated by the employer at the same rates, including benefits <br />and periodic increases as similarly situated employees or trainees. <br />4. In no event will the 'wage be less than the hicher of the Federal <br />minimum wage or applicable state or local minimum wage law. <br />S., When JOBS funds are used, the employer is reimbursed up to 50 <br />percent of the wages paid, based on the actual number of hours <br />worked each month. <br />XIV -2 <br />
