1 <br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />Action Agenda <br />Item No.�� <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: November 19, 1991 <br />SUBJECT: On- The -Job Training Contract <br />DEPARTMENT: - Social Services - PUBLIC HEARING YES: NO: X <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Marti Pryor -Cook, ext. 2802 <br />Contract between Joint <br />Orange - Chatham Community Action <br />Agency (JOCCA) and Orange County <br />DSS <br />TELEPHONE NUMBER - <br />Hillsborough - 732 -8181 <br />Chapel Hill - 968 -4501 <br />Mebane - 227 -2031 <br />Durham - 688 -7331 <br />PURPOSE: <br />To consider a Contract with JOCCA for On --the -Job Training <br />services for participants in the DSS Job opportunities <br />and Basic Skills program. <br />BACKGROUND: <br />On- the -Job Training (OJT) is a subsidized employment <br />opportunity in which a Job opportunities and Basic Skills <br />(JOBS) program participant is hired and provided skill <br />training by an employer. OJT provides work experience to <br />bring job skills to a competitive level in the marketplace. <br />OJT also improves employability through more substantial <br />supervision and directions than normally available in an <br />unsubsidized work situation. <br />Employers who participate in the program must provide <br />training essential to work performance and compensate <br />employees at a rate comparable to other employees <br />performing a similar job. Employers will be reimbursed <br />1/2 of the wages paid to the employee, based on the number <br />of work hours and up to a maximum of 12 months. Upon <br />successful completion of OJT, the employer is expected <br />to hire and retain the JOBS participant as a regular <br />employee. <br />JOCCA will be responsible for the overall development of <br />the OJT program which includes recruiting employers, <br />conducting job assessments, facilitating job placements, <br />and monitoring placements, subcontracts and participant <br />progress at the work site.
