ATTACHMENT 3 <br />North Carolina Division-of Social Services <br />Employment Programs Section <br />Job Opportunities and Basic Skills Training (JOBS) Program <br />JOBS Program Policy Manual <br />A. PURPM <br />On -the -job training (OJT) is a subsidized'employmer.t opportunity in <br />which a JOBS participant is hired and provided skill training by a <br />Public or private employer. The objectives of OJT are to provide: 1) an <br />opportunity for structured skill training; 2) improvement of an <br />individual's present skill level through close supervision; 3) work <br />experience to bring skills to a level that would be competitive in the <br />marketplace; and 4) improvement of employability potential through more <br />substantial supervision and direction than normally available in an <br />unsubsidized work situation. <br />$. nrS4itIRTIO♦ <br />OJT is established through an agreement or contract with the employer. <br />In most cases, OJT contracts will be negotiated by agencies that <br />specialize in OJT placements, e.g. Employment Security Commission. A <br />county department of social services may also enter into an OJT <br />agreement with an employer when the county department of social services <br />determines that it would be more appropriate to do so. <br />An appropriate, participants are referred to <br />Ptential <br />county department of social services or other resource agency employers <br />placements. Bscause OJT is considered skill training, it must be <br />provided under adequate supervision by the employer at the actual <br />workplace. OJT may include some specialized training away from the <br />workplace. In order to achieve the objectives of OJT, time is allowed <br />for orientation to the work site, job coaching, and counseling. <br />Employers are expected to hire participants as regular employees at the <br />and of the OJT contract period. <br />Five basic principles govern OJT: <br />I. The participant is fired by the employer; <br />2. While engaged in productive work, the participant is provided <br />training which gives him /her the knowledge or skills essential to <br />the full and adequate performance of that job; <br />3. The participant is compensated at a rate (including benefits) <br />comparable to that of other employees performing the same or <br />similar job; <br />4. The employer is reimbursed for part of the participants wages in <br />order to compensate the employer for the additional supervision and <br />training required; <br />5. At the end of OJT, the participant is retained as a regular <br />employee. <br />xxv -1 <br />
