6 <br />At present, there are many private homeowners, businesses. <br />subdivisions, etc., in the County who are having problems <br />-with individual on -site waste treatment systems. Many of <br />these problem areas are relatively close to a municipal <br />sewage collection system. The main obstacles preventing <br />these individuals or groups from attaching to a sewer <br />collection system are those cited above in regard to Duke <br />Forest Mobile Home Park. If the County agrees to become <br />involved in the ownership of the private force main for the <br />Duke Forest Mobile Home Park, a precedent may be set that <br />will be difficult to overcome in the future. It is possible <br />and perhaps even likely that many of the citizens who could <br />install individual force mains with the County's assistance <br />in convincing DOT to allow the installation of lines in DOT <br />right -of -ways would request that the County agree to accept <br />ownership of other private force mains. In the long term. <br />County ownership of many force mains could become very <br />difficult and expensive to administer. <br />In view of the long term impact on Orange County which could <br />result from the County's participation in the Duke Forest <br />Mobile Home Park project, I cannot advise the County to agree <br />to accept ownership of the proposed force main. Although the <br />ownership of the force main is relatively low risk, the <br />proposed manner of waste treatment is the most desirable from <br />an environmental standpoint and the mobile home park helps <br />provide affordable housing. I recommend that the County deny <br />the petition to accept ownership of the force main at least <br />until all other options are exhausted.. The park owner may be <br />able to negotiate an arrangement with the property owners who <br />control the necessary easements. DEM may be able to reach <br />some sort of agreement with DOT that does not involve Orange <br />County. If the County wants to keep the park open and does <br />not want the park discharging at the same discharge point, it <br />can rethink its involvement in force main ownership when <br />other alternatives have failed. <br />If I can answer any additional questions, please advise. <br />
