Smith Creek: The Smith Creek Water Supply Watershed is appropriate for W5-I1 <br />classification- as proposed. <br />Comment The R-80W zoning standards which Wake County applies in Smith Creek are <br />consistent with the standards for a WS-II. <br />* 2. Little River: The Little River (headwaters) water supply watershed is more <br />appropriate for WS-111 classification than WS-11 as proposed. <br />Comment: In accordance with state guidelines, in 1087 Wake County rezoned the entire <br />watersLed for the Little River reservoir. The standards applied by Wake County to the <br />land around the reservoir conform most closely to the standards for a WS-M. The <br />current standards are believed to provide appropriate watershed protection. A WS-H <br />classification would require that all the laud rezoned to R-40W in 1987 be rezoned again <br />to densities matching the two acre lots required in R -80W. <br />3. Swift Creek: The rural areas in the Swift Creek watershed are appropriate for <br />WS -III classification as proposed and should be classified as WS-M; the future urban and <br />suburban areas are more appropriate for WS-1V classification and should be classified as <br />WS-IV; the Swift Creek watershed's classification should be split between WS-lII and <br />WS-1V based on the Swift Creek Land Management Plan which has been adopted by <br />Garner, Cary, Apex, Raleigh, and endorsed in concept. by Wake County. <br />Comment Wake County, Raleigh, Garner, Cary and Apex have adopted in concept the <br />Swift Creek Land Management PIan (SCLMP). in the SCL.MP, the adopted standards for <br />rural areas are consistent with the standards for a WS--M while adopted standards for <br />futuue urban and suburban areas in the Swift Creek watershed are consistent with the <br />standards for a WS-1V- <br />4, Austin Creek: The Austin Greek watershed is appropriate for WS-UI <br />classification as proposed. <br />Comment: Wake County concurs with the Town of Wake Forest which has requested <br />that the state classify the Austin Creek watershed as WS -III. Although the watershed <br />does not contain a public water supply presently in use, it has in the past and may in the <br />future. <br />a. Falls Lake: To further intergovernmental cooperation, we request that the EMC <br />allow local governments more time to develop a regional watershed protection plan for <br />the Falls Lake watershed - If this is not feasible, we recommend that Falls Lake be <br />classified by sub - basin., with all tributaries downstream of a given point classified as <br />WS-IH and all tributaries upstream of a given point as WS-IV. We recommend that 1-85 <br />and the Panther Creek sub -basin be considered as the cut -off point. <br />Comment: The primary water source for the County should receive the highest <br />classification feasible.
